Marine Spill Response Corporation (MSRC) is a not-for-profit, U.S. Coast Guard classified organization, formed in 1990 to provide oil spill response services and mitigate damage to the environment. MSRC’s capabilities help meet the planning criteria established by the Oil Pollution Act of 1990.
MSRC now has an opening for a GIS Analyst in Everett, Washington. We are looking for a qualified individual with knowledge in Esri ArcGIS software and an array of geoprocessing tools. A successful candidate will be self-motivated and possess the problem-solving skills needed to troubleshoot and provide work-around solutions to common processing errors and related issues.
JOB SUMMARY
The GIS Analyst is responsible for producing imagery collected from infrared and multispectral sensors to create maps for oil spills, wildfires, flood zones, damage assessments, and other emergency and non-emergency scenarios. The GIS Analyst will work closely with the Remote Sensing team.
ESSENTIAL FUNCTIONS
Develop heat perimeter maps for government entities, including use for wildfire surveillance.
Lead the development of MSRC’s internal training program for Infrared Interpreters (IRIN) and work closely with the remote sensing team in the reviewing the data analysis collected from airborne multispectral and infrared sensors. This may include development and design of digital maps for oil spills, flood and storm damage assessment, and other emergency response scenarios.
Support MSRC programs creating interactive geo-reference databases which track and display company and contractor assets nationwide.
Participate as requested in the Incident Command Center for an oil spill or other disaster, providing asset tracking information to update the Common Operating Picture.
Support the T&IS department, assisting in maintaining or deploying a range of equipment including Ku-band satellite VoIP systems, VHF/UHF radios and repeaters, and networking equipment.
QUALIFICATIONS
A Bachelors degree from an accredited college in geography, environmental studies, computer science, with an emphasis in GIS is preferred. However, a GIS/GISP certification and 3 years of related working experience may be considered in lieu of degree.
Competent in Esri’s ArcGIS suite, to include ArcMap, ArcGIS Pro, ArcGIS Online, and Arc Toolbox.
Experience working within the geodatabase environment, including creating, editing, and management of geospatial data.
Familiarization with processing raster imagery data is preferred.
Prior experience operating or working with remote sensing equipment is a plus.
Possess the ability to perform GIS data conversions and GIS map production.
Knowledge in 3D point cloud software, such as Agisoft, is a plus.
Knowledge of a shell scripting language, such as Python, is a plus.
Proficient in Windows operating system and Microsoft application suite (Outlook, Teams, Word, Excel).
Ability to work independently with minimal supervision and in a collaborative group environment.
Availability to report to work location within a 2-hour recall notice and potentially travel to emergency response locations for an extended period. On occasion, there will be a need to work overtime, holidays, weekends, and swing or night shift.
Proof of COVID vaccination.
PHYSICAL REQUIREMENTS
Among a number of other physical requirements, this position requires standing, and lifting up to 45 lbs.
